NORTH LONDON, HERTFORDSHIRE & BEDFORDSHIRE
Air conditioning for Brent homes, from top floor flats in Wembley Park to loft rooms in Kingsbury and Kenton, installed by our own F-Gas engineers. Every system heats as well as cools, and the planning position is checked against Brent’s own guidance before we quote. Ring 01462 506 374. Most homes pay 0% VAT until 31 March 2027.

Less than most people expect. A typical wall unit costs about 11p an hour to cool one room and about 17p an hour to heat it. Put in your own electricity rate and see what it would cost you.
A room in a house outside a conservation area can usually be priced online. A flat, a conservation area street or a unit that would sit above ground floor needs a look first, because in Brent that is where the planning question lies.
Choose the room, its size and the unit, and see a fixed figure straight away.
Flats, conservation areas, several rooms or an awkward wall. We check the site and the rules, then fix the price.
AIR CONDITIONING IN BRENT AND WEMBLEY
Brent adopted its Residential Extensions and Alterations guidance in January 2025. It welcomes air source heat pumps, but says units “located above ground floor level and in visually prominent locations where they can be seen from the street, such as the front or side walls of your home, are generally unacceptable”. It also warns against confined side returns, which make noise worse. There is no separate section on air conditioning, so we plan an outdoor unit to the same standard.
The national permitted development rules for heat pumps exclude units used solely for cooling. The systems we fit are air to air heat pumps that heat as well as cool, but conservation areas and listed buildings tighten the rules, and the council says permitted development does not apply to flats or maisonettes at all. So the council’s position for your address is checked before the quote is.
Where permitted development can apply to a heat pump unit on a house, these are the conditions the Planning Portal sets.
An outdoor unit of up to 1.5 m³ on a house, or 0.6 m³ on a block of flats.
One unit on a house that is not detached, two on a detached house.
Nothing on a pitched roof, and at least 1 m in from the edge of a flat roof.
Not above ground floor level on a wall that faces a highway.
In a conservation area, not on a wall or roof fronting a highway, nor nearer the highway than the house.
No permitted development within the curtilage of a listed building, and the installation must meet MCS 020a.
Brent has 22 conservation areas, and the Mapesbury design guide says most external installations “can be visually intrusive and will require Planning Permission”. If your street is in one, the application goes into the quote and the programme.
Wembley Park flats
Flats have stood on Empire Way and Forty Lane since 1931, and Quintain has added around 6,000 new homes near the stadium. In the ward 62% of homes are privately rented, so a landlord and a managing agent often sign off the outdoor unit and the pipe route, and a planning application follows because flats have no permitted development rights.
Loft rooms in interwar semis
Kingsbury, Kenton, Barn Hill and Wembley Park. A converted loft under a tiled roof is the warmest room in the house by mid afternoon. The indoor unit goes high on the loft wall, the pipe run comes down the rear of the house, and the outdoor unit sits at ground level at the back, away from the positions Brent’s guidance calls generally unacceptable.
The top floor of a Victorian conversion
Kilburn, Queen’s Park and Kensal Rise. Heat rising through the flats below and a roof overhead. The freeholder decides where the outdoor unit may go, the conservation area decides what the street may see, and we sort out both before quoting.
Garden rooms and home offices
A short pipe run and an outdoor unit tucked behind the building make a garden office one of the simpler installs. In a conservation area, Brent’s Article 4 directions cover rear outbuildings, so the building and the unit are checked together.
From £2,420 for one room, £4,310 for two and £6,150 for three, fitted, with most homes paying 0% VAT until 31 March 2027. In Brent the extras tend to be a planning application for a flat or a conservation area street, a longer pipe run to reach a ground floor spot at the back, or a bay suspension. Each is its own line, and the total is fixed with the VAT rate printed on it.
Semis in Wembley and Kingsbury share a garden fence with the house next door, so the outdoor unit is chosen for its sound rating, set on anti vibration feet and kept out of narrow side returns, as Brent’s guidance asks. We fit Fujitsu and Panasonic wall mounted and multi split systems, each an air to air heat pump.
Only an F-Gas certified engineer at a registered company may open a refrigerant circuit. Ours are, under REFCOM REF1024550, and every system is pressure tested, evacuated and commissioned to the manufacturer’s procedure so the warranty stands.
Survey
The rooms measured, the heat gain worked out, the wall or the ground position for the outdoor unit chosen, and the planning and lease position checked for your address.
Paperwork
Where an application or a freeholder’s consent is needed, we prepare it and build the wait into the programme.
Install
Usually a day for a single room. Pipework trunked neatly, the system pressure tested and commissioned, and the controls shown to you.
Parking in Brent, and Wembley event days. Brent sells no trade permit, so a van parks on pay and display at £2 an hour by RingGo, on a visitor session the resident buys (£1.75 for two hours, £3.50 for four, £5.25 for the day), or in a suspended bay at £67 per bay per day, with a £133 late fee when it is booked with less than 14 days’ notice. Skips are licensed through the skip hire company, which pays Brent a £365.50 registration and £72.80 a fortnight. On a stadium event day restrictions run from 8am to midnight on the main roads to the stadium, and vehicles without a permit can be ticketed and removed, so we check the event calendar before a start date is agreed. Whatever the street needs appears on the quote as its own line.

It depends on the home and where the outdoor unit goes. The national permitted development rules for heat pumps exclude units used solely for cooling, and the systems we fit heat as well as cool. Brent’s January 2025 guidance says units above ground floor or visible from the street are generally unacceptable, conservation areas and listed buildings tighten the rules further, and the council says permitted development does not apply to flats or maisonettes. We check the council’s position for your address before we quote.
Usually, with the landlord’s or managing agent’s written consent for the outdoor unit and the pipe run, and a planning application, since flats have no permitted development rights. The building and the council between them decide where the unit can go, and we check both. We deal with the paperwork alongside the survey.
From £2,420 for one room, £4,310 for two and £6,150 for three, fitted, if you price it online. In Brent the survey may add a planning application, a longer pipe run to reach a ground floor position at the back, or a bay suspension. Each is its own line on one fixed price.
HMRC Notice 708/6 lists an air to air heat pump fitted in a home among the energy saving materials, so most homes pay 0% VAT until 31 March 2027. Business premises pay 20%. The quote shows which rate applies.
Yes. Every system we install is an air to air heat pump, so the same unit that cools a loft room in July heats it in January, often for less per unit of heat than a plug in heater.
It should not if it is placed well. Brent’s guidance warns against confined side returns because they concentrate noise, so we look for an open position at the back, choose units for their sound rating and mount them on anti vibration feet.
Our own F-Gas certified engineers, working for a company registered with REFCOM under REF1024550, which the law requires of anyone opening a refrigerant circuit. Twelve months on our workmanship and the maker’s own warranty covering the equipment.
