NORTH LONDON, HERTFORDSHIRE & BEDFORDSHIRE
Hackney’s planning guidance says residential air conditioning is typically not acceptable, so our air conditioning installation service here starts with the rules, not the price. We check your home against the council’s position, look at what else would cool the room, and tell you plainly whether a system that heats and cools has a fair chance before anyone spends money. Call 01462 506 374.

Less than most people expect. A typical wall unit costs about 11p an hour to cool one room and about 17p an hour to heat it. Put in your own electricity rate and see what it would cost you.
AIR CONDITIONING IN HACKNEY
The council’s Residential Extensions and Alterations SPD, adopted in December 2025 and in effect from January 2026, is direct about it. Section 10.5 reads: “The installation of air conditioning units for residential use is typically not acceptable. Should your building require cooling, you are advised to consult the Retrofit SPD.”
We would rather you heard that from us now than from a planning officer after paying a deposit. “Typically” leaves room for exceptions, but the starting point is no. Cooling has to be justified, the equipment has to be the right kind, and any application has to show the council that the simpler options were tried first. That is the work we do before we talk about a price.
The draft Retrofit SPD that Hackney consulted on in September 2025 sets out a cooling hierarchy that puts active cooling last, after measures such as solar shading and ventilation. We check the current adopted text for each job. Our survey works through the room in the same order.
Shading. A south or west facing room with no blinds or external shading takes in heat all afternoon. Sometimes shading alone is the answer.
Ventilation. Air moving through the flat, an extractor that works, windows that can be opened securely at night.
Heat made indoors. Lighting, screens and a hot water cylinder in a bedroom cupboard all add up in a small flat.
A heat pump last. If the room still overheats, a system that heats in winter and cools in summer is what we would put to the council.
If shading or ventilation would fix the room, we say so and we do not quote for a unit.
Every system we install is an air to air heat pump. That matters in Hackney for two reasons. The national permitted development rules for air source heat pumps do not cover a unit “used solely for cooling purposes”, so a cooling-only unit is outside them from the start. And a heating system that also cools is an easier case to make under a hierarchy that puts cooling last.
Where those rules can apply, the outdoor unit is limited to 1.5 cubic metres on a house or 0.6 on a block of flats, one unit or two on a detached house, never on a pitched roof, and at least 1m back from the edge of a flat roof. Published guidance does not settle whether every air to air system counts as a heat pump for these rights, and Hackney’s SPD adds its own expectation, so we treat each home as needing a check, and often an application.
Flats
Hackney’s own planning pages say it is likely that any development work to a flat needs planning permission. With about 77% of the borough’s homes modelled as flats, that covers most of Hackney. On top of the council, the freeholder or managing agent has to agree in writing to the outdoor unit and the route of the pipes.
Protected buildings
Hackney has 35 conservation areas and around 1,300 listed buildings. In a conservation area, permitted development does not cover an outdoor unit on a wall or roof fronting a highway, or nearer the highway than the house. A listed building has no permitted development rights for heat pumps and needs consent. De Beauvoir and St Mark’s also carry Article 4 directions.
Desk check
From the address: flat or house, conservation area, listed, Article 4. Some homes are ruled out at this stage, and we tell you so.
Room survey
Why the room overheats, whether shading or ventilation would do, and where an outdoor unit could sit legally and quietly.
Written advice
One of three answers: not worth pursuing, worth an application with what we would propose, or able to go ahead, with the reasons.
Then a price
Only once the planning position is clear. Fixed, itemised, with any application and the VAT position written on it.
Hackney parking, arranged before the van sets off. Most of the borough is split into controlled zones, about 22 of them, and their hours differ: Zone A runs weekdays 8.30am to 6.30pm, North Shoreditch runs Monday to Saturday until midnight. The council has no dedicated trade permit, so we use its own routes. A dispensation for building or repair work covers one space for one day, listed at £25.50 per 5m space on the council’s 2025-26 price list, which we recheck when we apply. A bay suspension is £44 per bay per day plus a £100 admin fee, applied for online at least seven working days ahead so the £161 late fee does not apply. Whichever the job needs is its own line on your quote.
Where a system is acceptable, our online prices start from £2,420 for one room, £4,310 for two and £6,150 for three, fitted, with most homes paying 0% VAT until 31 March 2027. In Hackney we expect to add a planning application to many jobs, and the survey may add a scaffold, a longer pipe run through a flat or a bay suspension. Each is its own line, and the total is fixed only after the council’s position is known.
In a Hackney terrace or a block, the outdoor unit sits close to other people’s windows, so we choose it for a low sound rating, fix it on anti vibration mounts and point it away from bedrooms. We fit Fujitsu and Panasonic wall mounted and multi split systems, all of them air to air heat pumps.
Refrigerant work is restricted to F-Gas certified engineers at a registered company. Ours are, under REFCOM REF1024550. Every system is pressure tested, evacuated and commissioned to the maker’s procedure, which keeps the warranty in force, and our workmanship is guaranteed for 12 months.

Sometimes, and we will not tell you yes before we have checked. Hackney’s Residential Extensions and Alterations SPD says at section 10.5 that residential air conditioning is “typically not acceptable” and points anyone who needs cooling to its Retrofit SPD. We look at your building and the alternatives first, then tell you in writing whether an application is worth making.
In June 2026 the government said planning permission is usually not needed for air conditioning that “would not materially affect the appearance of the building”, and to check with your local council. In Hackney that check matters: the council’s own guidance is that residential units are typically not acceptable, flats are likely to need permission for any development work, and listed buildings and conservation areas add their own limits.
Almost always assume so. The council says it is likely that any development work to a flat needs planning permission, and you will also need the freeholder’s or managing agent’s agreement for the outdoor unit and the pipe run. We check both before quoting.
A way of ranking how a building is kept cool. The draft Retrofit SPD Hackney consulted on in September 2025 puts active cooling last, after measures such as solar shading and ventilation. We have not confirmed that the adopted text keeps it unchanged, so we check the current version for each job. Our survey follows the same order either way.
It can be. The national permitted development rules for air source heat pumps exclude units used solely for cooling, and every system we fit heats as well as cools. That can make an application easier to justify, but it is not a guarantee, and conservation areas, listed buildings and flats narrow things further.
