Harlow was designated a new town on 25 March 1947 and master planned by Frederick Gibberd. The population went from 4,500 at designation to 37,000 by 1957 and 78,000 by 1971, which tells you almost everything you need to know about the housing: the bulk of it went up in a fifteen year burst, mostly as two storey terraces and maisonettes with a fifth to a third of the stock in flats.

That produces a very particular kind of bathroom job. Small original rooms, joists sized for a steel bath and lino, waste runs planned once in 1955 and improvised ever since, and somebody living directly underneath more often than in most towns. We survey properly before we quote, because in this stock the surprises are all below the floor.

Harlow has two water hardness figures, not one

This is unusual and worth knowing. Affinity Water splits the town across two supply zones, and publishes a separate figure for each. Harlow North, reference AF024, has a mean total hardness of 330 mg/l of calcium carbonate, taken from 144 samples during 2025, with a range running from 265 all the way up to 438. Harlow South, reference AF094, which includes the Harlow Common area, is published at 310 mg/l with a range of 265 to 350.

So the honest answer to how hard the water is here is around 310 to 330 mg/l depending on which side of town you live on. Both are published water company figures rather than anything we measured at your stopcock, and both are firmly in the very hard band. Wastewater, incidentally, is Thames Water rather than Anglian, treated at Rye Meads, which catches people out because Harlow is in Essex.

At those figures scale is the design constraint in a bathroom, not an afterthought. It shows up in three places.

Shower glass clouds within a season if it is untreated and nobody squeegees it. We use coated glass where the budget allows and tell you honestly what the maintenance involves either way.

Tap aerators fur up, so a clean column of water starts spraying sideways after a couple of years.

Thermostatic cartridges scale internally, and at the top of the Harlow North range that happens quickly. The symptom is a shower that ran perfectly for three years suddenly going cold whenever the kitchen tap opens. We fit bar and concealed valves with cartridges that can be bought and replaced, not sealed units that mean lifting tiles to service, and we build access panels into the design wherever the layout allows.

A refit is also the cheapest moment to fit scale reduction on the incoming main, because the water is already off and the pipework is already open.

Pressure, flow and getting a decent shower out of 1950s plumbing

Plenty of Harlow houses still have a vented cylinder and a tank in the roof, which gives hot water with no real push behind it. No shower head fixes that. We gauge static pressure and time the flow into a measured container at survey and design to the number the house actually gives us.

Where the incoming main is strong, a mains fed shower off a combi or an unvented cylinder transforms the room. In a house with two bathrooms in use at the same time, a properly sized unvented cylinder is usually the right call, and clearing the loft tanks out is a bonus.

In maisonettes and flats, and Harlow has a lot of both, the main and the plant space are fixed, so a modest head that performs properly beats a big one that never will. We say so before you buy it.

How the job runs

A full refit is two to three weeks on site, booked as one continuous run.

Week one is strip out and first fix: back to structure, joist repairs and noggins in, hot, cold and waste reset to the new layout, first fix wiring for lighting, extraction and underfloor heating, then boarding. Electrical work is carried out by qualified electricians and certificated as part of the job.

Week two is tiling and second fix. Tiling is the slowest element and the one that gives a rushed job away for years.

Week three, where it is needed, completes the second fix, sealing, snagging and cleaning. Cloakrooms and simple en suites finish sooner.

Harlow is a dense town, with the district running at over 8,000 people to the square mile, so parking, skip position and the carrying route matter. We agree all three at quote stage.

The neighbourhoods where the job gets more interesting

Mark Hall North. The first neighbourhood completed, early 1950s, with The Stow opening as its centre in 1954. Two storey terraced housing and maisonettes, and here is the part that surprises people: it has been a conservation area since 1987, amended in 2022, so a 1950s terrace here carries the same kind of external constraint that a Georgian house does elsewhere. Internally a refit is a building regulations job, but anything external gets checked with Harlow Council before it is priced.

The Chantry. Early 1950s, by Maxwell Fry and Jane Drew, with flat fronts of coloured render and shallow monopitch roofs. Those roofs matter to us. A shallow monopitch leaves very little void above the ceiling, which changes where an extract duct can run and how it terminates, and render fronts are not a surface you fix external plant to casually. We work the ventilation route out at design stage rather than improvising with a core drill.

Bishopsfield and Charter Cross, 1961. Michael Neylan and Bill Ungless designed patio housing stepping down the hillside, known to everyone locally as The Kasbah, with an underground car park. It is tightly packed and the access is genuinely awkward. Every bath, tray and bag of tile adhesive is carried in by hand, and the spoil goes out the same way. We price that honestly at survey instead of discovering it on the first morning.

Ladyshot, Northbrooks and Cooks Spinney. Dense two storey terraces by FRS Yorke at Ladyshot, mixed houses and maisonette blocks at Northbrooks in Little Parndon from 1957 by Powell and Moya, and HT Cadbury-Brown’s work at Cooks Spinney. Across all of it the recurring bathroom issues are the same: floor build up, because those joists were never intended to carry porcelain and a filled bath, and waste runs that have been extended by several different hands over seventy years. We normally replace the whole waste arrangement rather than tee into somebody else’s improvisation.

Old Harlow and Churchgate Street. The historic village core that predates the new town entirely, with conservation areas dating from 1969 and Harlowbury, Harlow Mill and Old Road North nearby. This is where the period work is: uneven floors, out of square rooms, and waste routing that has to be designed rather than assumed. Where a property is listed, altering historic fabric can need consent in its own right.

Church Langley, Newhall and Gilden Park. Church Langley was built out through the 1990s, around 3,500 homes by sixteen different housebuilders between the A414 and the M11. Newhall’s first phase of about 500 houses completed in 2009 and is design led and heavily glazed. Gilden Park started in 2018. Modern construction means chipboard decks, plastic barrier pipe and sensible stacks, and the work is upgrading a developer’s specification rather than rescuing a failed room.

The Critical Drainage Areas. Harlow’s surface water management plan names nine of them: Sumners, Kingsmoor, Stewards, Latton Bush, Brays Grove, Netteswell, Victoria Gate, Rivermill and Old Harlow, with Brays Grove and Old Harlow carrying the highest counts of properties at risk. That does not stop a bathroom, but if you are in one of those areas and you want a ground floor wet room or a new cloakroom, we want to talk about levels and where the new waste discharges before we quote it.

Where the money goes is simple. Labour and tiling are the biggest part of most bathrooms and they follow the size and complexity of the room, not the price of the suite. Moving a toilet, forming a wet room, replacing a floor or fitting an unvented cylinder each add a step, and difficult access adds labour, which we state rather than bury. Staying in the layout you already have is much the cheapest route, and if that suits you we will say so.
