On the council’s 2025 modelling, about three quarters of Hackney’s homes are flats, and that shapes nearly every boiler job here. In a flat the hard question is rarely which boiler. It is where the flue can go: how far it has to travel to an outside wall, whether it clears the windows around it, and whether the freeholder or managing agent must agree to the terminal. In a Victorian house split into flats, the kitchen may not touch an outside wall at all.
In the whole houses of De Beauvoir, Albion Square, St Mark’s and Clapton the question becomes hot water for more than one bathroom. Flats and conversions: a combi

Warehouse and canal conversions
Converted industrial buildings can mean long runs between the kitchen and an outside wall. The flue, the condensate and the gas pipe are each planned on the survey, because in these buildings they are the job.
Flue terminals, conservation areas and listed fronts
Hackney has 35 conservation areas and around 1,300 listed buildings. The first areas, Clapton Square, Clapton Common, Clapton Pond and Clissold Park, were designated in 1969. In De Beauvoir and St Mark’s, Article 4 directions made in 2008 bring roofs, chimneys, windows and doors under the council’s control, though not every property is covered and the council keeps a database to check.
A boiler indoors is not a planning matter. A flue terminal through a roof or on the front of a house in those streets can be, and on a listed building we assume consent is needed until we know otherwise. So the route heads to the rear wherever it can.

When a heat pump can work
A house with somewhere outside for the unit, decent insulation and radiators that can run at lower temperatures. The Boiler Upgrade Scheme pays £7,500 towards an air source heat pump. A flat with no outside space usually cannot take one yet.
What permitted development allows
The installation has to meet MCS 020a. The outdoor unit can be up to 1.5 cubic metres on a house or 0.6 on a block of flats, one unit, or two on a detached house, not on a pitched roof, and at least 1m from the edge of a flat roof. In a conservation area it cannot go on a wall or roof fronting a highway, and a listed building has no permitted development rights for heat pumps at all.
Hackney’s own planning page still shows older heat pump limits, so we work from the national rules and confirm anything unclear with the council before we quote.

Hackney parking, arranged before the van sets off. Most of the borough is split into controlled zones, about 22 of them, and their hours differ: Zone A runs weekdays 8.30am to 6.30pm, North Shoreditch runs Monday to Saturday until midnight. The council has no dedicated trade permit, so we use its own routes. A dispensation for building or repair work covers one space for one day, listed at £25.50 per 5m space on the council’s 2025-26 price list, which we recheck when we apply. A bay suspension is £44 per bay per day plus a £100 admin fee, applied for online at least seven working days ahead so the £161 late fee does not apply. Whichever the job needs is its own line on your quote.
Shoreditch and the Congestion Charge. The charging zone’s boundary follows Old Street and Great Eastern Street, which is the southern edge of Hackney’s Shoreditch. For addresses down there we check the postcode with TfL before the job and show any charge on the quote. The boiler in my flat is in an internal cupboard. Can it still be replaced?
Usually. A modern flue can travel several metres and change direction to reach an outside wall, and a plume kit can move the steam away from a neighbour’s window. Where the route is too long, the boiler may need to move to a wall that works. We measure it at the survey and tell you which it is before you commit.
Does the freeholder have to agree to a new boiler flue?
If the terminal changes position on the outside of the building, generally yes, and many leases say so. A replacement in the same place is often allowed without fuss. We read the lease with you and allow time for the managing agent’s reply.
Is a combi right for a Victorian house in Hackney?
For one bathroom and good mains flow, often yes. For a house with a family bathroom and an en suite in use at the same time, a system boiler with an unvented cylinder is usually better, and where the house already has a working tank system a regular boiler can stay.
