Harlow has two water hardness figures, not one

Harlow North, zone AF024, has a mean total hardness of 330 mg/l of calcium carbonate, with a range from 265 to 438 across 144 samples taken during 2025, serving a population of just under 60,000 from the Harlow North treatment works. Harlow South, zone AF094, comes out at 310 mg/l with a range of 265 to 350, serving nearly 42,000 from the Harlow South works. Harlow Common falls into the southern zone.
Both are published water company figures for the zone, not measurements we have taken at your tap. Both are classed very hard. So the honest answer for a homeowner here is around 310 to 330 mg/l depending on which side of town you are on, and at the top of the northern range it goes considerably higher than that.
That is a lot of dissolved chalk to push through a boiler every day. The plate heat exchanger in a combi furs up, hot water flow rates drop, and you get the classic symptom of a shower that starts hot and turns lukewarm. After that comes kettling and banging on hot water demand, scaled cylinder coils and thermostatic shower cartridges that seize solid.

Why a new town changes the boiler job
Harlow was designated on 25 March 1947, the fourth new town in Britain after Stevenage, Crawley and Hemel Hempstead, and master planned by Frederick Gibberd. The population went from 4,500 at designation to 17,000 in 1954, 54,000 in 1961 and 78,000 by 1971. The bulk of the housing went up between roughly 1950 and 1965.
That is a very specific technical era. In that stock we routinely find small bore and later microbore heating circuits, original back boilers behind the fire, gravity hot water, and old steel radiators with decades of magnetite sitting in the bottom of them. Gibberd’s own mix was mostly two storey houses with gardens plus twenty to thirty per cent flats, which is why there is so much low rise terrace and maisonette here alongside blocks.
The practical upshot is that a lot of Harlow work is not a simple swap. Removing a back boiler properly means dealing with the fireplace opening and the flue in the chimney breast, running new pipework and usually resiting the appliance in the kitchen. The neighbourhoods where the install gets more interesting
Mark Hall North. The first neighbourhood completed, early 1950s, with its centre at The Stow which opened in 1954. Two storey terraces and maisonettes. Here is the thing that surprises people: Mark Hall North is a conservation area, designated in 1987 and amended in 2022. Conservation area consent can therefore bite on a 1950s terrace, which nobody expects. Flue terminals and external condensate runs here need thinking about and checking with Harlow Council rather than deciding on the day.
The Chantry. Early 1950s work by Maxwell Fry and Jane Drew, with flat fronts of coloured render and shallow monopitch roofs. Render fronts and shallow pitches change how a flue terminates and how any external plant gets fixed, and neither is something to improvise.
Bishopsfield and Charter Cross. The 1961 patio housing by Michael Neylan and Bill Ungless that everybody calls The Kasbah, stepping down the hillside with an underground car park. Dense, tightly packed and awkward to get materials into. We work out where the van sits and how the boiler comes in before the morning of the fit, not on it.
Northbrooks, Cooks Spinney and Ladyshot. Northbrooks dates from 1957, by Powell and Moya, mixing two storey houses and maisonette blocks. Ladyshot, by FRS Yorke, is dense two storey terraced housing. All of it is the same technical story: original circuits, tight plots and neighbours close enough that flue positioning matters.
The Lawn. The nine storey point block of 36 flats built in 1951, the first modern style residential tower block in Britain, and a landmark everyone in the town knows. In any block, boiler work is governed by the building as much as by the flat.
Old Harlow, Churchgate Street and Harlowbury. The pre new town village stock, and where the period property work is. Harlow has ten conservation areas in total, including Churchgate Street, Old Harlow, Harlowbury, Netteswellbury, Tye Green, Puffers Green, Harlow Mill and Old Road North, Town Park Netteswell Cross and the Harlow Garden Village Estate. In all of those the flue route and the condensate route need consent thinking, and listed building consent where the property is listed.
Church Langley, Newhall and Gilden Park. Church Langley was the big expansion built out through the 1990s between the A414 and the M11, around 3,500 homes by sixteen different housebuilders. Newhall’s first phase of about 500 houses completed in 2009 and is highly glazed and contemporary. Gilden Park started in 2018. Modern stock, mostly straightforward swaps, and often the first replacement of a builder specification appliance that was sized to a budget.
The condensate point, because it catches Harlow out every winter
Where a boiler sits in a kitchen at the back of a 1950s terrace, or in a garage or utility, the condensate has usually been run outside to a gully at some point in its life. That is the pipe that freezes and locks the boiler out on the first hard frost of the season, and it is the single most common winter call we get. When we install, we take the condensate internally to a soil stack wherever it can physically go, and where it has to run outside we use the correct larger diameter and lag it properly.
