Planning in Arlesey is more straightforward than in most towns round here, with one exception
Arlesey has no designated conservation area. We checked that against the full list of conservation areas registered to Central Bedfordshire Council on the government’s planning data service, and Arlesey does not appear on it. That matters because the outdoor unit is the part of an air conditioning system that attracts planning attention, and in a conservation area an external condenser will usually need consent. In most of Arlesey it will not.
The exception is listed buildings. There are ten in the village, nine of them Grade II and one Grade I. The Grade I is the Church of St Peter at Church End. The Grade II list includes Church Farmhouse, Corner Thatch, Waterloo Farmhouse and its onion drying shed, Gothic Farmhouse, Green Farmhouse, Cluny Cottage, a granary near Moorlands Farmhouse and The Three Tuns on the High Street. If your property is on that list, or is attached to something that is, listed building consent is a separate matter from planning permission and it applies to alterations you might not expect, including drilling through a wall for refrigerant pipework. We will tell you that at survey rather than after we have taken a deposit.
Outside those properties, most domestic installations in Arlesey are permitted development under the current rules, provided the conditions are met. In broad terms the unit has to be sited so it has as little effect as possible on the look of the building and on the amenity of the area, it cannot go on a wall or roof fronting a highway above the ground storey, it cannot go on a pitched roof, it has to stay inside the volume limit, it has to meet the noise standard, and it has to come off when it is no longer needed. Central Bedfordshire Council is the local planning authority, and we check the position with the council at survey rather than assuming it.
What we install, and what actually suits an Arlesey house
Wall mounted split systems. One indoor unit, one outdoor unit, refrigerant pipework between them. The workhorse of domestic air conditioning and the right answer for a single bedroom, a home office or a hot living room.
Multi split systems. Two to five indoor units running from a single outdoor unit. Where several rooms need cooling, this keeps one condenser on the outside of the building rather than a row of them, which is better looking, better for planning and usually better value than several separate systems.
Ducted and concealed systems. Where the indoor unit is hidden in a ceiling void or a loft and delivers through grilles. More work, more expensive, and worth it in a house where visible indoor units would be unacceptable.
The equipment comes from Daikin, Mitsubishi Electric, Samsung, LG and Fujitsu. We are not tied to any one of them, so the choice follows the room, the capacity and the pipe route rather than whatever we happen to have a deal on.
Air to air heat pumps. Worth saying clearly, because a lot of people do not realise it: every modern split system we install runs in reverse and heats. In an insulated room it will produce heat at an efficiency a gas boiler cannot approach, and it does it responsively, which makes it very good for a home office you only occupy part of the day. It is not a replacement for a whole house heating system, but as a supplementary heat source in specific rooms it earns its keep across the winter as well as the summer.
The F-Gas registered position
Residential air conditioning supply and install currently qualifies for the zero rate of VAT as an energy saving material. That is set out in HMRC VAT Notice 708/6 and it runs to 31 March 2027. It applies to the supply and installation together in residential accommodation, so it is genuinely worth having the work done as one contract rather than buying kit separately.
We show the treatment on the quotation rather than mentioning it and leaving you to work out whether it was applied. Commercial installations are a different matter and are quoted with VAT in the normal way.
The Arlesey properties where siting is the whole job
Fairfield. The early 2000s estate on the site of the former Fairfield Hospital, around 900 houses in a Victorian inspired style plus roughly 100 apartments inside the old hospital building itself. The houses are well suited to split systems: modern construction, sensible wall build ups and generally somewhere reasonable to put a condenser. The apartments in the converted hospital building are different, because the external appearance and the shared fabric are not yours alone to decide, and pipe routes have to work with the building rather than through whatever wall is nearest.
Arlesey Cross. The Cala scheme of 146 homes approved in February 2024, which came with air source heat pumps and EV charging points as standard. These are low carbon homes, very well sealed and well insulated, and that cuts both ways. In winter they hold heat beautifully. In July a south facing bedroom in a highly insulated, airtight house with large glazing can be the hottest room on the estate, because the heat that gets in has nowhere to go. Cooling in a house like this needs less capacity than an older property but more thought about where the air actually goes.

Straightforward installs on the whole, with the usual new build considerations: agreeing the condenser position so it does not sit outside a neighbour’s bedroom window, and getting the condensate drain to somewhere legitimate rather than dribbling onto a patio.
Loft conversions and rear extensions in the older housing. Along the High Street and through the middle of the village there are a lot of converted lofts and glazed rear extensions, and they are the two rooms that people give up on in summer. A loft room sits directly under the roof with limited ventilation and often a single opening window. A glazed extension is a greenhouse from mid morning onwards. Both are transformed by a correctly sized wall unit, and in the loft the work is usually finding a condenser position at ground level with a clean pipe route.
Church End. The historic core north of the station. Listed properties as discussed above, plus solid walls that need proper core drilling rather than a hammer and hope, and a real aesthetic constraint on where anything appears on the outside.
The five things we get right that a cheap quote will not
Sizing. We calculate the heat load from the room dimensions, the glazing, the orientation and the construction. An undersized unit runs flat out and never gets there. An oversized unit short cycles, which is noisy, inefficient and worse at controlling humidity than a correctly sized one.
Condensate. A cooling unit produces water and it has to go somewhere legitimate, by gravity where possible and by a condensate pump where not. Condensate run into a nearby soffit or dropped onto a flat roof is the most common thing we find when we are called to fix somebody else’s work.
Pipe routing and sealing. Refrigerant pipework, drain and control cable travel together. Every penetration through the fabric is sleeved and sealed properly. In a modern airtight house like the ones at Arlesey Cross, a badly sealed core hole is a genuine performance problem, not just untidy.
F Gas. Refrigerant handling is regulated and we work to F Gas requirements. Systems are pressure tested, vacuumed down properly and charged to the manufacturer’s figures, and the paperwork is done. Anybody skipping the vacuum stage is storing up a failure for you.
Electrics. Electrical work is carried out by qualified electricians and certificated as part of the job, and the circuit is included in the quotation rather than left for you to arrange afterwards.
Servicing. Filters, coils and drains need annual attention. A system that is never serviced loses output, gets noisier and eventually blocks its own drain.
What it costs
Pricing depends on the number of indoor units, the length and difficulty of the pipe runs, whether the condenser can go somewhere sensible, and whether any making good is needed. A single wall mounted split in a bedroom with a short, clean pipe route to a ground level condenser is the least expensive install there is. A multi split feeding three or four rooms in a two storey house with long routes is a different order of work.

Frequently Asked Questions
Do I need planning permission for air conditioning in Arlesey?
Usually not. Arlesey has no conservation area, which removes the constraint that catches people out in a lot of neighbouring towns, and most domestic installations are permitted development if the conditions on siting, size and noise are met. It heats the rooms it serves, efficiently, because a split system running in reverse is an air to air heat pump. Very good as a supplementary heat source for a loft office or a cold extension, and not a substitute for a whole house heating system.
My house at Arlesey Cross already has an air source heat pump, does that cool as well?
Not usually. Air source heat pump heating systems on new estates are generally heating only. Adding a split system for cooling in the rooms that need it is a separate installation and we will explain how the two sit alongside each other.
Where will the outdoor unit go?
